  • Revised base boat handicap for FARR 395 ODR to PHRF 33/51.
  • Revised base boat handicap for FARR 40 ODR MH to PHRF -6/ 11.
  • Revised base boat handicap for HENDERSON 30 to PHRF 42/64.
  • Revised base boat handicap for MELGES 20 ODR to PHRF 111/128.
  • Revised base boat handicap for QUEST 30 to PHRF 93/110.

  • ECSA Board and PHRF Council reaffirmed that ECSA Circuit races will be conducted exclusively using ECSA PHRF handicaps.

 29 March Council meeting

  • Welcomed new handicappers to Council: Stu Craig and Jason Swan.
  • Continuing the January initiative, the following base boat handicaps have been revised as indicated:
    • PEARSON ENSIGN ODR; revised PHRF to 267/ 281
    • Chance Custom 32; revised PHRF to 147/169.
    • J-30 PHRF; revised PHRF to 144/161.
    • J-30 ODR; revised PHRF to 138/158.
    • Established base boat handicap for ANDREWS 30 (mod) at PHRF 126/146.
  • Reviewed 2016 PHRF Regulation changes with special attention drawn to the requirements for the application of the Non-OEM rollerfurler credit for the spinnaker class.
  • Noted that the ECSA handicap updates to US Sailing have been made.
  • Program modifications to the PHRF application website have been completed, final testing is underway. Expect release soon!.
  • Discussed situation concerning the CARRERA 280 base boat handicap. Clarification will be researched and discussed at next meeting.
  • Next Council meeting 26 April at ECYC 1900 hrs.

26 January Council meeting

  1. In order to continue to encourage increased sailing participation, we reviewed all of the boats that participated in the ECSA Circuit this year. As a result, we expanded our annual handicap review to include 75+ of those boats. As a result, the following base boat handicaps have been revised as indicated:

  2. Confirmed and updated Council contact information for 2016 ECSA Year Book.
  3. Established base boat handicap for IMX-45 TMDK at PHRF 18/36.
  4. Continued discussions concerning revised ECSA PHEF Regulations for 2016. Concern was expressed about current definition of headsails. Revised definition, consistent with ISAF is being developed. Current definition of JGM remains unchanged.
  5. Noted that the ECSA Participation Committee Report is posted on the ECSA web site.
  6. Program modifications to the PHRF application website are underway. Expect early March release.
  7. Discussed possible candidates for PHRF Council seats.
  8. Regulations for 2016 should be available for posting early by mid-February 2016.
  9. The Council expresses thanks to retiring member Tim Goodyear for his service as a handicapper and Council member.
  10. Next Council meeting 29 March at ECYC 1900 hrs.
