ECSA Handicapper Council Actions 2004

11/30/04/

Council took the following actions:
1) Rejected owner’s appeal of the Beneteau First IMS 40.7, leaving the rating at 15/31.
2) Moved the Mumm 36 rating from 45/61, to 48/64, pursuant to owner’s appeal.
3) Reviewed all boats rating from 151 to 200, in light of national rating averages, and other information. Lowered the ratings if 59 boats (most 3 seconds, but some, more) effective next season.

10/26/04

Council took the following actions:
1) Reviewed all boats rating 50 and below, and from 100 to 150, in light of national rating averages and other information. Lowered the ratings of 72 of the boats in these ranges, three seconds per mile, effective next season.

9/28/04

Council took the following actions:
1) Rejected an appeal of the Olson 29 OB rating, leaving it at 99/119
2) Agreed to lower the J/35 rating from 75/96, to 72/93, in accordance with the national average, and US Sailing’s request
3) Reviewed all boats rating 51-99, in light of national rating averages and other information, and agreed to lower ratings for 28 boats effective next season
4) Agreed to review all ratings in light of national rating averages and other information, prior to the beginning of next season.

8/31/04

Council took the following actions
1) Moved the custom Corby 41 WAHOO rating from 15/35, to 9/29
2) Eliminated the rating for the Tartan-built Soverel 33, and agreed to rate Soverel 33’s without regard to the builder
3) Agreed to review boats with ratings ranging from 50 to 99, in conjunction with the proposed change to the J/35 rating
4) Agreed to continue to continue to use subjective judgment when establishing boat classifications5) Agreed to adopt 22.94’ as the standard “I” dimension for the Kiwi 22, and to retain the base rating of 216/232

Council took the following actions:
1) Moved the Beneteau 310 SD from 144/161, to 153/170
2) Moved the Beneteau 310 from 138/155, to 144/161
3) Left the Beneteau 310 TM at 135/152
4) Approved the proposed Owners’ Rating Appeal form, subject to the addition of a section pertaining to boat modifications
5) Agreed to post the Owners’ Rating Appeal form on the ECSA website as a PDF file
6) Removed one-design status from the Quest 30.
7) Agreed to cancel the July handicappers’ meeting

Council took the following actions:
1) Moved the Baltic 46 from 75/98 to 81/104
2) Moved the Antrim 27 AL ODR from 87/101 to 90/104
3) Moved the Antrim 27 CF ODR from 84/98 to 87/101
4) Corrected the Sabre 42 CB listing from 96/115 to 102/121
5) Moved the Melges 24 ODR from 102/115 to 96/109
6) Agreed to assign ODR ratings to boats with sails that approximate class dimensions7) Agreed to have appellants mail appeals directly to all handicappers

Council took the following actions:
1) Moved the Kiss 44 (Bagatelle) rating from 33/48 to 57/72, “as sailed”
2) Established a one-design rating for the J/24 at 171

Council took the following actions:
1) Set the Cheetah 30 base boat rating at 81/100
2) Established a one-design rating for the J/29 MHOB at 111/132

Council took the following actions:
1) Moved the Thompson 850 OD rating from 45/61 to 51/69, pursuant to owner’s appeal
2) Moved the Mumm 30 OD rating from 57 to 51
3) Moved the Wyliecat 30 rating from 150 to 147
4) Moved Secret (N/M 42) rating from 51 to 45
5) Left Lindy (Peterson 38 cstm.) rating at 90
6) Left Sirprize (Serena 38 mod.) rating at 88
7) Left J/34C rating at 111
It was determined that the database rating entered for the Cheetah 30, actually applies to the Ames 28, a heavier plug boat for the Cheetah mold. The Cheetah 30 rating will be established at the March meeting, pursuant to a request for review.

Adopted the 2004 Regulations. Changes include:
1) Increase unpenalized maximum LP from 151%J, to 155%J.
2) Revise adjustment tables to reflect credit for headsails smaller that 155%J.
3) Further definition of spinnaker pole penalty.
4) Limitation of one rating change per season based on change in largest headsail.
5) Limitation of one current ECSA PHRF certificate per boat.
6) Clarification of rating adjustment for mast height changes.
7) Change in permitted dimensions and measuring methodology for asymmetric spinnakers.
8) Revised definitions for G, J, JSP, and SLIM.
9) Changed MSL to SL, ALU to SLU, and ALH to SLE for consistency with IMS.
10) Added definitions for AMG and ASF.
11) Eliminated JS definition.
12) Added non-spinnaker rating formula.
13) Clarified whisker pole limitation.
14) Redefined adjustment table ranges to eliminate range gaps.
Agreed to review all race results for the past two seasons for the following, four boats:
1) Secret
2) Lindy
3) Sirprize
4) One Up
Agreed to review the Mumm 30 rating based on boat specifications and national averages.
