ECSA Handicapper Council Actions 2010
10/26/2010
1) Reviewed ECSA Handicap Data Base for errors or corrections. If any are noted, please notify the Chief Handicapper.
2) Reviewed Council materials in the 2010 ECSA Yearbook for updating for 2011.
a) Handicapper Council Letter:
i) The 3 sec roller furling credit will become permanent.
ii) Requirements to receive an ODR handicap will be stipulated.
iii) The TCF formula used by ECSA will be presented.
iv) The 6 sec adjustment for Cat rigged boats when racing in a spinnaker class will be explained.
v) A stipulation will be added that makes clear that all changes and alterations to a base boat must be reported.
b) ECSA PHRF Regulations:
i) The definition of “E” will be restated to include a band.
ii) A definition of what constitutes a jib and a spinnaker will be added to clarify configuration limits on headsails.
iii) Code Zero spinnakers must be reported.
iv) The definition of SLIM will be clarified.
v) The penalty for excess “E” is under review.
c) The ECSA PHRF By-Laws were reviewed.
i) There are no changes anticipated.
Council discussed all of the various 2010 ECSA Division winners for possible handicap review. It was agreed that all handicaps were appropriate and/or recently reviewed; therefore no further review or changes would be made to these boats for 2011.
Council agreed to electronically review the revised and or new language indicated above prior to the next meeting.
The next Council meeting will take place on 30 November at Essex Corinthian if indeed a meeting is required. There will be no
December meeting. We will meet on 25 January at Branford Yacht Club.

1) Voted to change base boat handicap for Tripp 40-2 FR from 39 to 42.
2) Voted to establish a PHRF handicap for Catalina 375 @ 135/157
The next Council meeting will take place on 26 October at North Cove Yacht Club.

1) The council discussed at length, with the owner, the circumstances concerning the LPG handicapping issues with SPECTRE, a Tripp40-2 FR. The matter was resolved to the satisfaction of Council. No further action was taken.
2) Council received a handicap appeal from SPECTRE (Tripp 40-2 FR). It was voted to hear this appeal at the September council meeting.
3) Voted to establish a PHRF handicap for Hughes 38 @ 150/171
4) Voted to establish a PHRF handicap for Islander 30 Bahama @ 180/202
5) Voted to establish a PHRF handicap for Mystic 20 @ 288/307
6) Voted to establish a PHRF handicap for Tartan 27 YWL @ 240/256
7) Voted to establish a PHRF handicap for B25 @ 138/155
8) Voted to establish a PHRF handicap for Formula One 52 @ -51/-36
9) Discussed potential changes to a boats PHRF handicap if synthetic (or “PBO”) standing rigging is substituted for factory wire/rod. Agreed to address in regulations for 2011.
The next Council meeting will take place on 28 September at North Cove Yacht Club.

1) Noted that boats without power such as the VIPER 640 should receive -6 sec penalty if sailing without an outboard.
. 2) Reviewed in depth Evelyn 32 variants (i.e. boats with modifications).
a) Voted to allow fairing of the keel to reestablish original design configuration including depth without penalty.
b) Voted to allow inboard installation with sail drive with no handicap adjustment from the standard inboard rating.
c) Discussed excess “E” penalty but agreed to leave rules for this unchanged for the current sailing season.
3) Voted to establish a PHRF handicap of 183/198 for the Pearson Invicta Yawl.
4) Voted to establish a PHRF handicap of 162/181 for the Bristol 40.
5) Voted to establish a PHRF handicap of -24/-2 for the Cookson 50.
6) Voted to establish a PHRF handicap of 102/121 for the Tartan 4100 SD

1 Voted to establish a PHRF handicap of 72/93 for the Stellar 52.
. 2 Voted to establish a PHRF handicap of 93/113 for the Sabre 386 WK.
3 Voted to establish a PHRF handicap of 69/91 for the Swan 48.
4) Discussed the notion of reestablishing the Sport Boat classification for ECSA handicapped boats. General feeling that doing so would enhance competition and improve participation.
5) Reviewed criteria used by other YRA’s to determine the attributes of Sport Boats.
6) Based on the broad criteria used by others, the ECSA Handicappers Council selected some 20 classes of boats to be designated as SB.
7) The Council reserves the right to identify or to not identify any boat that it feels is or is not a Sport Boat.
8) May meeting will be held at North Cove YC.

1) Voted to leave the base boat handicap for SECRET (Nelson-Marek 42) at PHRF 45. She will sail with a corrected PHRF of 44.
2) Voted to change the Division classification for SECRET from “C” to “HP”.
3) Voted to establish a PHRF handicap of 144/157 for the Fredom35 WK.
4) Elected Linc Schoenberger as Assistant Chief Handicapper.
5) April will be held at North Cove YC.
2/23/10
1) Voted to leave the Nonsuch 30 spinnaker rating at 189, but to establish a non-spinnaker rating for all wishbone cat-rigged boats, equal to the spinnaker rating, -6
2) Moved the O’Day 34 from 150/172, to 147/169
3) March meeting will be held at Essex Corinthian YC. April meeting will be at North Cove YC.
1/26/10
1) Moved the Melges 24 ODR rating from 96/109, to 90/103
2) Decided to leave the 2009 Regulations unchanged for 2010
3) Mark Dixon agreed to act as advocate for the O’Day 34 rating review schelduled for next month
3) Reelected 2009 handicappers for 2010
4) Elected Bob Geary as Chief Handicapper for 2010
5) Paul Jennings reported that Off Soundings will handle its own rating appeals for non-ECSA boats
6) Bob Geary to determine location of February meeting
