ECSA Handicapper Council Actions 2011

 

29 November

Continued discussion of potential changes in ECSA Handicap Rules for 2012 season. In addition to those included in the October minutes, the following was agreed to:
Revise TPS/J adjustment table to read as follows:

TPS / J % Adjustment~
Less than or equal to 100% +9
Greater than 100% to 108% +6
Greater than 108% to 116% +3
Greater than 116% to 124% 0
Greater than 124% to 132% -3
Greater than 132% to 140% -6
Greater than 140% -9


Revise mainsail excess girth language by adding at the end of the section: “Individual girth or headboard dimensions that exceed the standard percentage of E (whether standard or increased), as shown above, will be~addressed on a case-by-case basis”.
Mast height adjustments. Change adjustment table to read:
Greater than 0.99 to 1.00; adjustment = zero.
Greater than 1.00 to 1.03; adjustment = -3.
Otherwise current language is not changed.
Revised definitions of “P”, “E” and “I” as follows.
“P”: height of “potential” main luff between black bands or from bottom of upper band to bottom of fixed boom track. (Use top of halyard sheave if no band).
“E”: “potential” foot length of main from back of mast to forward edge of black band. (to end of boom if no band).
“I”: height of foretrangle above sheer line.
“PY”: mizzen correspondent of “P”.
“EY” mizzen correspondent of “E”.
Determined that there will be no additional NS adjustment for boats with swept back spreaders.
Defined term “ASLIM” to determine allowable unpenalized length of Asymmetric spinnakers as Measurement equal to: 1.15 x sqrt (ISP^2+TSP^2) . Asym girth penalties to be made when AMG > 1.8 TPS rather than when AMG > 1.8 J.
Voted to require all new “Rated” sails to be measured with sailmaker certificate required to be submitted.
Voted to approve PHRF handicap for Evelyn 32-2 FR IB at 105/122.
Agreed to review handicaps for the Viper 640, and Evelyn 25 at next meeting.
Next meeting shall be at 28 February 2012 at Branford YC.

25 October

Discussed potential improvements and updates to the on-line PHRF application process. Confirmed items as listed in 27 September Council Actions.
Discussed at length, potential changes in ECSA Handicap Rules for 2012 season. These included:
Whisker Pole Limits. Agreed to remove limit on length.
b Code Zero Asyms. Continue to request declaration with no penalty.

i Sail Drive configuration to be added under propeller configuration on application.
Reviewed all 2011 ECSA Season winners for potential handicap review. Voted to not review any of the top placed boats as it believed that they are either all well based on national averages or were extensively reviewed within the last 12 months.
Agreed to review handicaps for CARRERA 280, ANDREWS 28, ANTRUM 27, Viper 640, and Evelyn 25. These will be scheduled for a winter meeting.
Next meeting shall be at ECYC 29 November 2011.

27 September

Discussed potential improvements and updates to the on-line ECSA PHRF application process. Items to be pursed:
Provide automation for a follow-on year renewal.
Require applicant to fill all requested data fields.
Provide better high-light for missing data.
Change process for duplicate boat names in database.
Capture duplicate applications.
Provide automated calculations for HC ratios.
Clean up data sequence for Spin and Asym data entry.
Briefly discussed potential changes in ECSA Handicap rules for 2012 season. [This will be agenda item for October meeting.]
Voted to approve PHRF handicap for Chris Craft Cherokee 32 at 198/218.
Next meeting shall be at ECYC 25 October.

30 August ( Note, no meeting held in July)

1) Reviewed past few months of activity. Website continues to be working well. Some concern for manual applications and completeness of applicant data.
2) Changed model designator of MUMM 30 to FARR 30 for consistency with US Sailing.
3) Discussed review of the double spreder rig on EVELYN 26. Determined rig is as delivered by builder, no change in PHRF.
4) Reported results of US Sailing PHRF appeal of Tripp 40 MkII FR base handicap for SPECTRE. The US Sailing decision is that the base boat rating for the TRIPP 40 Mk II FR shall remain at PHRF 42.
5) Voted to approve PHRF handicap for CAPRI 22 CATALINA TM/WK at 207/227.
6) Voted to approve PHRF handicap for CREALOCK 37 Sloop at 174/196.
7) Voted to approve PHRF handicap for NIGHTWIND 35 at 120/137.
8) Voted to approve PHRF handicap for PETERSON 37 at 89/111.
9) Voted to approve PHRF handicap for TRIPP 40 MK I MH at 42/62.
10) Voted to approve PHRF handicap for NYYC SWAN Club 42 ODR at -3/17.
11) Voted to approve PHRF handicap for USCGA LEADERSHIP 44 at 33/51.
12) Voted to approve PHRF handicap for CAL 28 IB at 213/234.
13) Voted to approve PHRF handicap for OUTBOUND 44/46 at 90/110.
14) Discussed potential improvements to ECSA PHRF application process. Discussion continues at Sept meeting.
15) Discussed items to review for 2012 ECSA PHRF regulations. Noted that Asym sprit flown penalties need review. c Discussed origin of WPL<= 0.8LPG limit.
16) Next meeting shall be at NCYC 27 September.

27 June ( Note, no meetings were held in April or May)

1) Reviewed past few months of activity. Website seems to be working well. Requested handicappers to be diligent in processing handicap requests particularity when a major regatta is at hand. Discussed possible changes to Handicappers work sheet and process for 2012. Comments are solicited for consideration by ECSA. September business item.
2) Working with the Pedrick Design group to establish a handicap for the USCGA Leadership 44.
3) Anticipate a request for review from Bagatelle this fall.
4) PHRF USSAILING will hear a handicap appeal for the handicap on Spectre, a Tripp 40-2 FR. Geary will represent ECSA.
5) Voted to establish a PHRF handicap for Preston 19 @ 261/281.
6) Voted to establish a PHRF handicap for J 111 @ 42/62.
7) Voted to establish a PHRF handicap for Andrews 28 @ 93/110.
… .8)..Agreed to include handicap review of Carrera 280 in fall review process.
9) Next meeting will be held at North Cove YC at 1900 on 26 July if sufficient business warrants.

18 March

1) Reported on review of ECSA Handicap Data Base for errors or corrections and achieved consistency with US Sailing base boat list.
2) Reviewed changes to the 2011 ECSA PHRF Regulations.
3) Review activity / issues with PHRF website.
4) Discussed status of Code Zero actions taken last October. Affirmed that there is currently no penalty assessed for a Code Zero Spinnaker. To be reviewed in the fall for 2012.
5) Discussed at length keel and weight changes for Free Spirit, a Beneteau 38s5. Certificate issuedaccordingly.
6) Reviewed hull and rig changes on BLUTO an Evelyn 32-2. A revised certificate has been issued reflecting discussion.
7) Discussed possible changes to Handicappers work sheet and process for 2012. Comments are solicited for consideration by ECSA.
8) Next meeting will be held at North Cove YC at 1900 on 26 April if sufficient business warrants.
