2013 Actions of Eastern Connecticut PHRF Handicappers Council

 

27 December 2013

1) As previously posted, the ECSA Handicap Council will review the PHRF Handicap for following boats this winter.
i) NM-42, NOE 27, EVELYN 32-2, C&C 115, NONSUCH 33 and NONSUCH 30.

2) The following boats will be reviewed at our meeting on 28 January at Branford YC. Affected owners have been so notified. Any and all interested parties should attend.
i) NOE 27 (EnCHARETTE) at 1900 hrs
ii) NM-42 (SECRET) at 1930 hrs
iii) C & C 115 at 2000 hrs.
iv) Appeal of PITHY at 2030 hrs.

3) The EVELYN 32’s will be reviewed at our 25 February meeting. Time and location TBA.

4) The NONSUCH 30’s and 33’s will be reviewed as a group at our 25 March meeting. Time and location TBA.

5) Date for next Council meeting will be 28 January at Branford YC.

29 October 2013

1) Reviewed the 2013 ECSA season results and discussed boats that should have their handicaps reviewed. This resulted in the following:
a) Division 1, no boats selected for review.
b) Division 2, no boats selected for review.
c) Division 3, will review the NM 42 (SECRET), and the Evelyn 32-2.
d) Division 4, will review the Noe 27.
e) Division 5, no boats selected for review.
f) Division 6, no boats selected for review.
g) Division 7, will review the C&C 115.
h) Division 8, no boats selected for review.
2) Correspondence from the NONSUCH group requested that we review the NONSUCH 33. After discussion we agreed that we would review both the NONSUCH 30 and the NONSUCH 33 together.
3) Affected boat owners will be notified of the reviews once a schedule is set. These reviews will take place at our winter meetings.
4) Discussed changing our regular meeting dates. Agreed to continue our meetings on the last Tuesday of each month at 1900 hrs.
5) The ECSA PHRF Fleet update report has been completed and forwarded to US Sailing.
6) Due to holidays etc, the next ECSA PHRF meeting will take place on 10 Dec at 1900 hrs at ECYC, should there be sufficient business.

24 September 2013

1) Reviewed PHRF handicap for Xp-44 CM. Agreed to revise handicap to PHRF 24/43.
2) Approved PHRF handicap for the BLUE JACKET 40 DK at PHRF 51/72.
3) Reviewed potential ECSA PHRF Rules for 2014 as discussed at 27
August meeting. Agreed to adopt these for 2014, (See meeting minutes below).
4) Continued discussion of other proposed ECSA Rules revisions for 2014.
a) Agreed to define JGM as: The headsail half width of the largest area headsail measured as the shortest distance between the half leech point and the luff, bridging any hollows in the leech of the sail. Furthermore, Jib headsails shall NOT have a mid-girth (JGM) which is more than 75% of its LP.
b) Due to lack of clarity between the definitions of JSP and TPS, agreed that the JPS terminology will be deleted and we adopt the IMS definition of TPS as: Tack Point Spinnaker; the horizontal distance from the front of the mast at its lowest point above the deck or coach roof to the point of attachment at deck level of the foremost tacking point of an asymmetric spinnaker or to the extreme forward end of any bowsprit in its maximum extended position.
5) Briefly discussed on going website application process development.
6) PITHY Appeal; postponed at owners request.
7) Handicapper Rich Magner volunteered to review and redraft, as necessary, the PHRF welcome letter for the 2014 ECSA Yearbook.
8) Thanked handicapper Ruth Hockert for her many years of dedicated service and wish her well in her move to Florida.
9) Location and agenda for next meeting on 29 October. Location TBD.

27 August 2013

1) Reviewed PHRF handicap for the HUNTER 54. Agreed to assign its handicap at PHRF 45/68.
2) Reviewed PHRF handicap for the BRISTOL 35.5 CB. Agreed to change provisional handicap to PHRF 156/178.
3) Reviewed PHRF handicap for the Custom RP 44 (MIRACLE). Agreed to assign its handicap at PHRF 0/17.
4) Reviewed PHRF handicap for the PEARSON 390. Agreed to assign its handicap at PHRF 171/192.
5) Reviewed PHRF handicap for the FLYING TIGER 10M. Agreed to change provisional handicap to ODR to PHRF 54/71.
6) Reviewed PHRF handicap for the SCHOCK 40. Agreed to assign its handicap at PHRF -6/11.
7) Reviewed PHRF handicap for the Xp 44 CM DK Agreed to assign its handicap at PHRF 0/19.
8) Discussed potential ECSA PRHF Rules revisions for 2014.
i) Additional emphasis to be added to stipulate sail measurement certificates required for all rated sails acquired since last PHRF Certificate.
ii) Addition of statement that “Yachts with water ballast and/or canting keels will reviewed on a case-by-case basis”.
iii) Developing language to clarify definitions of JSP and TPS to be more consistent with current IOR measurement definitions.
iv) Changed headsail definition to: “A jib shall not have mid-girth, measured between the mid points of luff and leach, which is more than 75% of its LP.” (the following sentence remains unchanged)
v) Luff and foot measurements for mainsails will not be required due to banding stipulation.
9) Discussed web site activities. Traffic slightly less than last year. Some glitches still noted with frustration. We are working on these. ECSA has processed 261 handicap certificates to date, 85 of them have been automatic renewals.
10) Agreed to hear PHRF handicap appeal for the GP-26 PITHY at our September Council meeting, provided that the appellant provides meaningful comparative race performance data.
11) Welcomed Tim Goodyear to Council as a new handicapper.
12) The next meeting will be on 24 September. Location TBD

28 May 2013

1) Heard John Schimenti handicap appeal for ZEFIRO TORNA. Agreed to handicap the boat, “As Sailed”, at PHRF 33/75.
2) Reviewed PHRF handicap for the HUNTER 29.5. Agreed to assign its handicap to PHRF 186/202.
3) Reviewed PHRF handicap for the SYDNEY 36 SD. Agreed to assign its handicap to PHRF 60/78.
4) Reviewed PHRF handicap for the ISLANDER 40 DP 5) Reviewed PHRF handicap for the BENETEAU 343. Agreed to assign its handicap to PHRF 150/170.
6) Reviewed PHRF handicap for the COLUNBIA 30 SPORT. Agreed to assign its handicap to PHRF 72/90.
7) Reviewed PHRF handicap for the YANKEE DOLPHIN 24 OBD. Agreed to change its handicap to PHRF 255/273.
8) Discussed web site activities. Some glitches noted, but otherwise working as expected. ECSA has processed 128 handicap certificates to date, 35% have been automatic renewals.
9) Discussed correspondence from Rod Johnstone regarding J-35 data.
10) Began discussion of merits of requiring luff and foot measurements for all new mainsails. Discussion to continue.
11) The next meeting will be on 25 June should there be sufficient business. Location TBD

26 March

1) Reviewed PHRF handicap for J-111 ODR. Agreed to change its handicap to PHRF 36/56.
2) Reviewed PHRF handicap for Morris 36 DS. Agreed to change its handicap to PHRF 129/148.
3) Reviewed PHRF handicap for C & C 35-3. Agreed to change its handicap to PHRF 123/144.
4) Discussed the PHRF handicap for the USCGA Leadership 44 OFSHR. Agreed to change its PHRF to 51/68. By ECSA Rules the Leadership 44 OD will be also revised to PHRF 66/82.
5) Appointed Jim Francis as assistant chief handicapper and welcomed Bob Bruno as a new member of the Handicap Council.
6) Problems with the PHRF application web site have been resolved and is now available to accept membership PHRF applications. The 2013 PHRF regulations were previously posted on the website. Please review them prior to submitting an application.
7) The next Council meeting will be held ECYC on 23 April should there be sufficient business.

5 February

1) As previously posted, the ECSA Handicap Council will review the PHRF Handicap for following boats this winter. J-111, Leadership 44, Melges 24, Frers 33, C&C 35, O’Day 34, and Morris 36.
2) At the January meeting we completed the reviews of the Melges 24, the O’Day 34, and the Frers 33. Results are posted under Recent Actions on the website.
3) The following boats will be reviewed at our meeting on 26 March at Essex Corinthian YC. Affected owners have been so notified. Any and all interested parties should attend.
i) J-111 at 1900 hrs
ii) Morris 36 at 1930 hrs
iii) C & C 35-3 at 2000 hrs.
iv) Leadership 44 at 2030 hrs.

4) The next PHRF Council meeting will be 26 March at ECYC at 1900.

22 January 2013

1) Reviewed PHRF handicap for MELGES 24 ODR. Agreed to retain handicap at PHRF 90/103.
2) Reviewed PHRF handicap for O’DAY 34. Agreed to retain handicap at PHRF 147/169.
3) Reviewed PHRF handicap for FRERS 33. Agreed to retain handicap at PHRF 108/129.
4) Discussed the PHRF handicap for the Factory Mod O’DAY 34, (HORNET) for consistency with the handicap for the standard O’DAY 34. Agreed to revise its PHRF to 127/149.
5) Discussed methodology for determining boat classification between “C”, “HP”, and “SB”. Study complete and appropriate adjustments for about 3 boats have been to the Base Boat data base. The Base Boat data base is viewable on the ECSA website.
6) The ECSA PHRF application web site should be available to the membership shortly. The 2013 PHRF regulations will be posted momentarily.
7) The next Council meeting will be held ECYC on 26 March. We will review the handicaps for the J-111, Leadership 44, C&C 35, and Morris 36 at this meeting. Affected owners will be so notified.
8) Agreed to invite Bob Bruno to join the Handicap Council.
