Conducted open discussions with guests regarding boats under review.
Discussed status of upgrades to the ECSA on-line rating system , ready for testing.
Discussed NBYA approach to establishing NS handicaps. To be reviewed further.
Discussed potential revisions for 2019 ECSA PHRF Regulations.
Reviewed the Base Boat HC for the following boats as noted:
Production boats:
- C&C 35 MKIII — No Change
- J-22 – will be rated ODR at 183/202
- J-109 – No Change
- J-125 – No Change
- J-92 – No change
- Nonesuch 26 – No Change
Custom boats:
- Andrews 30 MKI CTM (DETAILS) – No Change

Discussed lifting keel centerboard on Evelyn 32-2 CTM
Next council meeting on Monday, October 29 at 1900 hrs at ECYC. Interested parties are cordially invited and be heard.

Reviewed status and future of on-line rating system. Current system is not accepting credit card payments. Work around in place. Payment made by direct billing.
Reviewed application of 2018 A-sail regulations and rating adjustments as applied to base boat ratings vs. “as-sailed” ratings that are based on observed performance. “As-sailed” ratings that are established with oversized A-sails onboard include the adjustment for these sails and should be noted as such on rating certificates. All other base boat ratings are established without oversized A-sails, hence rating adjustments must be applied for these sails.
Agreed to explore new language defining requirements for interior cushions and other removable items.

Next Council meeting on Sept 25. Will begin 2018 performance based handicap reviews.

The online rating system was reviewed and is working well.
New ODR language has been adopted and is posted online and as follows: Any boat requesting an ODR PHRF rating must conform to all hull, rig, and sail rules as specified by its One-Design Class Rules. ODR limitations to crew number and weight shall not apply. Practices permitted by the class, but otherwise prohibited by these ECSA PHRF Regulations, or the Racing Rules of Sailing, such as the use of trapezes or movable ballast, shall not be allowed.

This clarification is retroactive. Boats currently sailing ODR that do not meet these requirements should contact their handicapper.

Reviewed ratings for J-105 ODR and J-109 ODR
- Revised base boat handicap for J-105 ODR RFR to PHRF 96/114
- Revised base boat handicap for J-109 ODR RFR to PHRF 77/97
Discussed Large Roach Headsails (LRH) defined as headsails having a mid-girth > 50% and < 75% of SFL when measured as a spinnaker. Council stipulated that LRH sails are not allowed in ECSA PHRF.
Reviewed status and updates to online rating application software.
