2019 NOTICES AND ACTIONS
25 November 2019 Handicappers’ Council meeting.
- The ECSA PHRF “JOIN” function has been disabled until further notice.
- Planned improvements to 2020 ECSA PHRF online software, approved.
- Reviewed and approved the ratings and/or classifications of the following:
- NY 40 – No Change.
- CUSTON EVELYN 32-2 (DARK STAR) – No Action pending receipt of certified weight certificate.
- J/105 ODR AND J/105 PHRF – deferred to January meeting.
- Discussed guidelines for mixed class racing. To be continued at next meeting.
- Agreed to revise PHRF Regulations to require certified weight certificates for custom boats. Weighing to be in accordance with IRC standard equipment being on board at weigh-in.
- Regretfully accepted the resignation of Bill Canning as a Handicapper
- Elected Bob Bruno as Chief Handicapper.
- Next Council meeting Monday, January 27, 2020, should there be sufficient business.
28 October 2019 Handicappers’ Council meeting.
- Reviewed list of planned improvements to 2020 ECSA PHRF online software.
- Reviewed and approved the ratings and/or classifications of the following:
- Baltic 38 DP CB – Set to PHRF 111/133.
- Tripp 26 ODR – Corrected classification from C to HP.
- Morris M29 – Not currently handicapped by ECSA PHRF.
- Andrews 30 MK I Custom (DETAILS) – No Change.
- Express 34 – No change.
- Rescheduled update on guidelines for mixed class racing to next meeting.
- Reviews at next meeting to include:
NY 40.

J/105 ODR AND J/105 PHRF.
- Next Council meeting Monday, November 25, 2019.
30 September 2019 Handicappers’ Council meeting.
- Reviewed concerns on new ECSA PHRF Handicap Software. Recommended adjustments will be circulated among council members.
- Approved base boat handicap for SABRE 36 CB at PHRF 126/148.
- Compiled list of boats for 2019 fall rating reviews – Owners will be notified

20 August 2019 Handicappers’ Council meeting.
- Discussed PHRF HC software. Issues will be recorded and discussed in the fall.
- Reviewed and approved the following Base Boat handicaps:
- FARR 40 ODR MH at PHRF -3/14
- CATALINA 27 SD Inboard at PHRF 222/242
- CUSTOM EVELYN 32-2 (DARK STAR) as sailed at PHRF 71/91
- ALDEN 54 KETCH at PHRF 60/81
- JEANNEAU 379 at PHRF 93/114
- RAVEN 24 OD at PHRF 204/209
- FINN GULF 44 SD at PHRF 54/71
- Discussed the need for a standardized process to rate custom boats.
- Reviewed data supporting boat classifications. Council will continue to explore potential guidelines for mixed class racing.
- Boat HC’s that need review should be forwarded to Council for consideration.

28 May 2019 Handicappers’ Council meeting.
- Discussed new HC software. No major issues to date.
- Reviewed and approved the following Base Boat handicaps:
- TRIPP 26 ODR at PHRF 117/137
- CATALINA 36-2 TM at PHRF 141/163,
- J/44 UFO at PHRF 39/58
- J/121 CM RFR at PHRF 12/35
- HUNTER 216 CB at PHRF 225/241
- FARR 40 MH at PHRF -3/14
- MORRIS 44/46 at PHRF 105/126
- Discussed rating for Bluto E 32 Mod. (aka Dark Star). Insufficient data/no action taken. No current cert issued.
- Reviewed application of adjustments for deck-tacked asymmetric spinnakers
- Discussed anomalies with mainsail girths. MGL changed to 0.85 of E
- Agreed to continue study of boat classification criteria (AB, C, HP, SB).
- Possible HC adjustments for Code Zeros to be discussed in Fall 2019
- Next council meeting on Tuesday, June 18
30 April 2019 Handicappers’ Council meeting.
- Discussed experience with new PHRF application software.No issues noted. System is open for business at ECSA. net, click on JOIN.
- Set the base boat handicap for X-4.6 at PHRF 39/58 RFR.
- Modified handicaps for the Beneteau 42s7.
- Set the SM DK at PHRF 69/85.
- Set TM DK version at PHRF at 63/79.
- Set the base boat handicap for MX-20 SPORT ODR at PHRF 186/208.
- Corrected BB database displacement values for J-29 at 5500# for the outboard versions and 6000# for inboard versions.
- Will review the handicap for the Tripp26 at the next meeting.
- Next council meeting on Tuesday, 28 May.
25 March 2019 Handicappers’ Council meeting.
- Released new ECSA PHRF Handicap software to Council in test mode.
- Demonstrated the new ECSA PHRF Handicap software features:
- Step-by-step process for handicappers
- Access to Base Boat Ratings
- Join options & Public handicap certificate views
- Council will continue testing of PHRF software prior to mid-April release.
- Summarized and discussed the significant updates for 2019 PHRF Regulations
- Discussed concerns of “Favoritism”. Intent is to be fair and open in deliberations and decisions. All meetings are open.
- Voted to retain AB Classification for certain yachts.
- Reviewed examples of oversized and illegal sails; protocol for 2019
- Discussed pending mods for Bluto E 32 (Dark Star) for 2019 rating. No action taken.
- Discussed base boat handicap for Beneteau 42.7 (Team Tonic). Further data required; no action taken.
- Discussed new boat, an X-4.6. Decision on base boat HC pending.
- Recommended that CTM boats be weighed to improve accuracy of base boat data.
- Reviewed key points of Detroit VPP Study
